Occupational capacity assessment
When returning to the employee's own work does not happen by itself, the labour expert maps out what is still possible. That assessment is the hinge of the Gatekeeper process: it decides whether you can continue inside your own organisation or whether second-track reintegration begins.
Delivered by People Concern, part of the Arbo Concern group
When to use this
Once a return becomes uncertain
The assessment starts once it is clear that returning to their own work is unlikely to succeed, and that is often well before week 42. It puts on record why you chose the first or the second track, which UWV will want to see later.
With lasting limitations
When the functional capacity list says certain tasks are structurally out of reach, the question becomes which roles do fit.
When adjusted work is in doubt
You have a solution in mind but do not know whether it will hold up. The labour expert judges that independently.
How it runs
- The occupational physician draws up the functional capacity list or the employability profile. That is the starting point; the labour expert makes no medical judgements.
- The labour expert speaks to the employee and to you, and visits the workplace.
- The employee's own work, adjusted own work and other work within your organisation are tested against what they can bear.
- You receive a report with the answer and concrete advice on the next step.
The report is not an end point but a decision point. If there is suitable work inside your organisation, you set up the first track around it. If there is not, second-track reintegration starts, and you already have the evidence UWV will want to see later. Either way the employee knows where they stand.
Where this falls on the clock
The Gatekeeper clock runs for 104 weeks. Occupational capacity assessment is shown in orange; the other three are shown for orientation.

Frequently asked questions
Questions about this assessment
Is your question not here? Call +31 71 401 81 41, weekdays from 09:00 to 17:00.
Is an occupational capacity assessment compulsory?
Not as a separate obligation. But when a WIA benefit is applied for, UWV checks whether you have done enough, and expects you to be able to explain why you did or did not begin second-track reintegration. A labour expert report is the usual piece of evidence for that.
Does our occupational physician stay involved?
Yes. The occupational physician remains the owner of the medical part and supplies the functional capacity list. The labour expert translates that into work.
Who carries it out?
People Concern, the labour expert agency within the Arbo Concern group. You arrange it through us; no separate contract is added.
